Advisory & Ecosystem Strategy

Some problems need strategy. Others need someone who has built the exact thing before.

Samar has spent twenty years architecting the institutions, accelerators, and ecosystems that others then lead. She brings both the vision and the unglamorous detail-work — governance, curriculum, founder development, community design — that turns a good idea into something that endures.

She works with governments, universities, multilaterals, and corporates across the GCC, South Asia, Europe, and beyond.

What I'm called in for

The work ranges. The intention doesn't.

Most engagements begin the same way — an institution, a government, or a leadership team with a problem that is bigger than a workshop and more complex than a consultant can solve alone. Here is what that usually looks like:

01

Designing institutions from scratch

The full architecture — curriculum, faculty framework, governance, charter, bylaws, and the learner experience. Samar has done this at founding level, including co-authoring an institutional charter passed by provincial assembly.

02

Building accelerators and founder programs

From investment-readiness curriculum to mentor frameworks, judging rubrics, and Pitch Day — the complete operating system of a credible accelerator. Built and run across four cohorts, 35+ graduated startups, and a seed fund with USD 500K disbursed.

03

Designing communities of practice at scale

Not one-off events. Durable communities — around founders, women, and creative technologists — that sustain beyond the launch. Including DigiSkills.pk: 300,000+ learners, 1M+ trainings, 108 national events.

04

Government and multilateral program design

Translating policy intent into programs that actually ship — workforce training, women's economic empowerment, innovation challenges, and sector development. Active client base in the GCC, South Asia, and with global development partners.

05

Governance, charter and board design

The architecture that lets an institution outlast its founders. Founding bylaws, board cadences, donor governance, performance frameworks across seven institutional planning areas — including philanthropic foundation registration.

06

Global creator and innovation programs

Including the UEFN Women Creators Program for Epic Games — a first-of-its-kind global program — and the WATSATHON water innovation challenge. Programs that have been licensed and adapted by national governments and global corporates.

Is this the right fit?

You're probably in the right place if…

  • You are designing a new academy, institute, university, or learning organisation — and you need someone who has done it before, from charter to curriculum.
  • You want to launch or redesign an incubator, accelerator, or founder development program with real operational credibility.
  • You are a government or multilateral looking to turn a policy agenda into a program that ships.
  • You need governance architecture — charters, bylaws, board design — that will outlast the founding team.
  • You are building an ecosystem around women leaders, creative technologists, or early-stage founders — and you want it to be durable, not decorative.
